In a skillet, combine the ground beef, onions, green pepper, celery, garlic powder, and pepper. Cook until meat is browned and onions are tender. Drain.
Add cream of mushroom soup, milk, worcestershire sauce, and kitchen bouquet. Heath through.
In a casserole dish about 1/3 of the tater tots on the bottom. Top with beef mixture. Cover with a layer of cheese. Top with remaining tater tots. Bake at 350° until tater tots are browned and mixture is hot – approximately 20 minutes.
